Musharraf dismissed Khan in 2004 as the pressure mounted. Khan had publicly acknowledged to illicit proliferation activities. Musharraf’s government said that Khan was a rogue actor and that it had no knowledge of his nuclear network. Pakistan has not allowed international investigations. Khan claimed that he was made the scapegoat.
