Romney Cites "Failure in System" for Death of Dorchester Foster Child

       Gov. Mitt Romney said yesterday that the death of 4-year-old foster child Dontell Jeffers, who was in the care of a Dorchester foster family when he died Sunday reportedly from cardiac arrest, represents an “enormous failure” in the state’s social services system.

       When Jeffers was brought to the hospital, he was described as having bruises on his head and cheeks, and evidence as having been bound, according to the Boston Herald today.
       “Any time that a child who is in the state’s care loses a life or is in other ways harmed, you recognize that there’s been an enormous failure of some kind, somewhere,” Romney told reporters yesterday following an unrelated event. “There was a failure somewhere.” Romney said he has asked Department of Social Services Commissioner Harry Spence to carry out a full investigation to determine “where mistakes were made, by whom,” and to take action to the fullest extent as “humanly possible.” Currently, there is no criminal investigation pending.
       Over the last few years, Massachusetts News has exposed numerous cases of child abuse that have happened under the auspices of the Department of Social Services. Frequently, DSS has covered up incidents of abuse of children under their care, while simultaneously investigating and prosecuting anonymous allegations against parents that are baseless.
